When subdividing, does the survey plan have to be prepared by a Manitoba Land Surveyor or can anyone who knows how to survey prepare it?

Only a commissioned Manitoba Land Surveyor is authorized to prepare a plan of subdivision in Manitoba. This is set forth in The Land Surveyors Act and in The Real Property Act.
